Vicente Sotto Memorial Medical Center, which everyone shortens to VSMMC or simply Sotto, is the Department of Health’s tertiary referral hospital for Central Visayas — Cebu, Bohol, Negros Oriental and Siquijor. Its authorised capacity was raised to 1,500 beds in 2022, making it by far the largest hospital in the region. It takes the major trauma, the complicated births and the long admissions the private hospitals do not, at government prices, and it is crowded.
What it is known for
Scale and mandate. VSMMC is the Department of Health’s retained tertiary hospital for Region VII, which is to say the hospital of last resort for four provinces, and its authorised bed capacity was raised to 1,500 in 2022. It is a teaching hospital with a full emergency medicine department and regional specialty centres for heart, lung, kidney and cancer care, a burns capability and a women and children protection unit. If a district hospital on an island cannot cope and the patient has no money, this is where the referral goes, at any hour.
Who it suits
Travellers without insurance, travellers who have run out of money, and anyone brought in by a public ambulance, which will normally take you here rather than to a private hospital. It is also the right place for injuries that need a full trauma team. What it is not is quick or comfortable: the queues are long, the wards are crowded and the outpatient department is a day’s work. English is spoken — it is an official language here — but you will still be one of very many people waiting.
Cost and insurance
Government pricing, which is a small fraction of what any private hospital in Cebu charges for the same treatment. A visitor is not covered by PhilHealth, the national scheme, so you pay the hospital’s own rates; the medical social work department assesses patients who cannot, though that is aimed at Filipino families rather than tourists. No foreign insurer bills a public hospital directly here, so plan on paying and claiming afterwards. Ask for an itemised statement of account and a medical certificate in English before you leave — both are routine requests and both are needed for a claim.
Getting there
B. Rodriguez Street in Barangay Sambag II, in the middle of Cebu City about ten minutes from Fuente Osmeña and a similar distance from Colon. Any Grab driver knows it; so does any jeepney conductor, because it is a landmark in its own right.
