The Tokyo government’s hospital for the Shibuya side of the city, open since 1895 and rebuilt several times. Tokyo ER Hiroo runs around the clock every day of the year, the critical care centre takes the cases other hospitals cannot, and the hospital holds JMIP accreditation with English and Chinese interpreters on staff since 2016. Outpatient care, by contrast, is referral-and-appointment only.
What it is known for
Emergency medicine, and foreign patients. Tokyo ER Hiroo runs twenty-four hours a day, every day of the year, and takes the whole range — a minor complaint at midnight through to the tertiary cases other hospitals will not attempt, such as extensive burns, acute poisoning and severed limbs. Since October 2020 the critical care centre has run a doctor car, sent out with the ambulance when the fire department judges a call within about three kilometres to be serious. The hospital also holds JMIP accreditation and has had English and Chinese interpreters on staff since 2016.
Who it suits
Anyone in the Shibuya, Ebisu, Hiroo or Roppongi part of the city who needs an emergency room at any hour, and anyone who would rather have a public hospital with interpreters than a private bill. The outpatient side is a different proposition: it runs strictly on referrals and appointments, the reservation line is Japanese-language and busiest on weekday mornings, and same-day bookings are not taken. The island service that supports the Izu and Ogasawara islands is a fair summary of what this hospital is for — emergencies rather than convenience.
Cost and insurance
Public-hospital charges, all of which a visitor pays in full. Turning up at an outpatient clinic without a referral letter adds ¥7,000 to the bill, or ¥5,000 for dentistry. Its English pages tell foreign patients without a Japanese insurance card to bring a passport or residence card and the subscriber number from their travel or medical insurance, and to expect to pay in yen cash or by credit card rather than have the hospital bill an insurer abroad. Ask at the Patient Support Center for an itemised receipt and an English medical certificate before you leave.
Getting there
In Ebisu, on Meiji-dori near the Tengenjibashi crossing. It is seven minutes on foot from exits 1 and 2 of Hiroo station on the Tokyo Metro Hibiya line, about fifteen from the east exit of Ebisu, and five to ten minutes by taxi from the Ebisu west exit. Toei bus route 都06 from Shibuya stops at 広尾病院前, two minutes away. Building works have closed part of the second car park since February 2026, so come by train if you can. Interpreters sit at the Patient Support Center, weekdays 9am to 5pm.
